Normally, if it looks like a scam, I would not have a problem with a Monitor making the report. However in this case, I will have to ask the victim to come forward and make a scam report themselves, simply because of the confusion.

The reason being is that the way you and I look at this incident, it can look very differently for an Arbiter to say without the victim giving their input.

Do not worry about the form, it is still in the works. Use the last revision that is stated in our Read Me.
