Panda was spamming his message: "BUYING THE L'TRANGER!!!" Eventually, someone gave him one.

In the screenshots rarity is the only one who says to stop spamming
According to ur chatlog, you told him to stop way after he started doing it

Tell him to stop first. If he doesn't listen after you say it a bunch of times, look for an admin. If there is none then you report

Well, I had to leave to attend an MvM with my friends, so I could only say it once. Also, I wasn't paying attention to him, until I saw his message 5 times in a row. Then, I scrolled up and saw what I missed. Stupid Newb.

The chat logs are sufficient evidence; screenshots are only necessary for alleged offenses that contain an element other than a single individual's chat history that are recorded in the server logs. Although you are under no binding obligation to contact an admin/mod in these situations, if one is immediately available contact one if you are able to do so for the sake of expediency. Filing a report though, if done so in the correct format and with legitimate reason, is never incorrect, nor is contacting an admin/mod. Both contacting an admin/mod and filing a report is the best course of action when in doubt or unsure.

Similar to your other report, situation could have been handled with a warning at the time and then a temp ban if instructions were not followed.
Issuing a small 30 minute temp ban on the user to have it on his record.
