Was looking at some peoples stats on Darkly's Gameme and noticed a few players with a "!" beside their name.
Does this mean they were caught cheating in another game under the same steam account?

Yes, a yellow ! icon means they have a VAC ban on record. Not necessarily CS, but they cheated at something.
