I banned this user for racism today and I noticed on his ban information that he has 5 bans (including today's) under his belt, at least 2 of them for racism.

Do with this what you will, but I figured it would be a good idea to at least bring it to your attention. He isn't grasping that what he does is wrong.

Based on his previous bans, with 2 of them being for Racism (now), I am perming him.

If you can't learn after 4 bans enough to get yourself a 5th one, there really is no point in coming back.
