I gotta hand it to these guys. They went hardcore.

The above ID blocks are all accounts that were involved in pulling off the scam. I believe the last two blocks are the same person, but I cannot confirm that.

I will try to be as clear as possible, but bear with me. It's very complicated.

Swag Dinero traded a duped Dead President's Greased Lightning and some scout items to Lamar to "middleman" a raffle he was holding. He was planning to "raffle off" the scout set. The raffle was simple. Trade Lamar a key and have a chance to win. Such a steep price immediately raised flags. I talked to Gatherix, who said as long as I monitored the situation, they could hold the event. I allowed it against my better judgement because they threw me off by wanting permission from an Admin, but I still had my reservations.

For the next hour or so, Lamar and Swag advertised the raffle. While this is going on, I'm checking friends lists', inventory history, item history and stuff isn't adding up. One person entered with Graybanns, announced at the last second and magically won, even though it was supposedly random. This person was Rawrlox. On a hunch, I checked the owner history of the Graybanns. Never belonged to Rawrlox, but there was a previous owner by the name of Buzz, who just so happened to be on the same server while the event was going on, yet forgot to mention that it was his unusual being raffled.

I refreshed the pages I had opened and suddenly, Rawrlox and Buzz's profiles are now private, but unfortunately for them, backpack.tf now shows the backpack contents of when it was last public and a certain Unusual was right at the top.

TL;DR VERSION:
Buzz planned the scam and had Lamar and Swag orchestrate it while he "innocently" supervised it.
Lamar and Swag collected the keys.
Fake winner Rawrlox is inserted with false entry.
The Unusual, keys, and other items are now in private inventories, apart from one key in Swag's possession. This particular key was Kenny Shroom's entry. Kenny is a regular on the servers. (I assume this key to be Swag's payment for helping pull off the scam, but again I cannot confirm that.)

Unfortunately, Fraps was set up on the wrong drive and I ran out of space before the actual "winner" was announced. However, I feel the evidence I HAVE provided is enough to warrant at least removal from Darkly. I have attached a clip of the event taking place and Buzz, the orchestrator, being on the server. The video should be done processing now.

Cheese was on during the whole thing as well and kept an eye on things while I was investigating. I know witnesses aren't acceptable evidence, but for the record, he was there working with me.

Friends with Swag Dinero and Buzz and conveniently was on the server after the "winner" was announced. He also happened to own the Graybann's before Buzz did, so I find the fact that the previous owner of the false entry just happened to be on the same server where 2 of his friends were pulling a scam with his item just a little too coincidental.

Sorry for the late response, if you could get the inventory histories of the confirmed victims trading their items to the scammer then it would be really helpful.
The video doesn't show much as far as I can see, I don't see any entrants in that short clip and obviously you couldn't catch the winner being announced as you said.

The rest of the events are quite suspicious though, especially in the case of the Graybanns.

I've just messaged Kenny Shrooms asking him to get a screenshot of his inventory history, but he's on Snooze at the moment.

I don't have Duster on my friends list, but I'll get in touch with him as soon as I can.

Keep trying to acquire the evidence we require. It would help not just us but other communities as a whole by removing these people.

Forgive me if this sounds rude. I'm just a little confused and frustrated (not with you, of course).

I'm not understanding what further evidence is needed. In my own opinion, I've established that the event took place, keys were collected (inventory history above), a "winner" was announced even though his entry was invalid (Graybanns), and the Unusual was not presented honestly, as the owner was on, yet acted as if he hadn't seen or heard of it before.

Combine these facts with the facts that at some point between the event and now, 3 of the 4 profiles have gone private, and Lamar, who promised to explain everything, has not made ANY attempt to contact myself or Cheese. There comes a poiint where common sense should come into play and I feel this is missing on the part of the requirements.

My main source of frustration is that I let this happen. In fairness, they did ask for permission to hold the raffle. I asked Gatherix and he said that as long as I was there, it was ok. So I let it happen.

Again, this is not directed towards you in anyway, Jakk/Zacky, but I can't help but be frustrated with this overbearing burden of proof. I personally think enough proof is here. Honestly, I do. I will continue to try and keep collecting evidence, but I honestly don't know what else I can prove. I acknowledge that the winner being announced wasn't documented and I do apologize for that, but I did include the chat logs of the winner and it's obvious (at least to me), that he's excited about "winning."

I know SteamRep is very specific about what they require and I can understand that, but at the same time, I think it really hinders the ability for players to report scammers. With such a large amount of players and servers, it becomes increasingly difficult with each passing day to get in contact with victims and get their inventory history.

Another issue I have is the inability to use witnesses. On the one hand, I fully agree with not basing a report entirely off witnesses. I will never contest that, but I do contest the fact that they can't be used at all. One witness could be biased, sure. Two, maybe. But when you get 3 or more witnesses, that should be admissible. I have Cheese, Kenny Shrooms, and I believe Ruprect was also there.

Like I said to Zacky in Steam Chat, I'll be mostly satisfied with just a Darkly Ban. I feel like I have provided enough evidence to warrant at least that. Currently, I only play on Darkly, so I don't have a vested interested in what happens on other servers.

TL;DR
What else do I need, because I feel like I've gotten everything possible.

Ok, just after I posted the above post, I did some more digging. Guess what Unusual is back in Buzz's backpack? The Unusual is not listed as ever showing up in Rawrlox's inventory. http://backpack.tf/item/2013850835

I think there's a point where common sense should play a factor in reports, not just evidence. Right now, my common sense is telling me, "these guys are liars and scammers and need to be banned." There also comes a point where common sense overrides coincidence. It is not a coincidence that the Unusual is back in Buzz's backpack. It is not a coincidence that the graybanns were never in Rawrlox's inventory. It is not a coincidence that the profiles went private during and for a short time after the event.

Do I have any one single piece of evidence concretely saying a scam took place? No, I don't. Never claimed to. Never will.

However, I do have a MOUNTAIN of evidence saying that. It's not 100% concrete, I admit, but I think it's damn near impossible to dismiss.

I think this might be enough for a steamrep ban. Atleast try posting and get it investigated.

SteamRep is already backed up with their own reports and I don't think they do their own investigating anyway.

I agree this is enough for a SteamRep ban, but it's best to leave it up to the Darkly Admins to make that call.

Generally speaking, reports aren't really for commenting on unless you have evidence to provide. Thanks for the input though!
